🇳🇪  Niger: Europe Migration | People and Power
Niger has long been a key staging point for migrants and asylum seekers from sub-Saharan West Africa, but the traffic reached a peak in 2015/16 when the International Organisation for Migration (IOM) estimated that 330,000 people followed the desert routes north - through often inhospitable country - to reach Libya or Algeria, and then the Mediterranean coast and sea crossings to Europe. The exponential growth mostly came about because the chaotic descent of Libya into civil conflict in the years after the Arab Spring opened up new routes and border crossings and made it easier for people traffickers to operate in the security vacuum, but it also flourished because it generated significant income and employment for northern Niger and its largest city, Agadez. Much of this was from the perfectly legitimate businesses - in transport and accommodation - that sprang up to service and feed off and then further develop the migrant trade. The increased wealth was welcomed because it helped bring back a measure of stability to an area that had seen its own insurgency during the Tuareg Rebellion of 2007-2009 and which had been struggling economically in the aftermath. But even as the traffic was burgeoning, the Nigerien government was coming under pressure from the European Union, which was keen to find a response to the alarming flows of people coming across the Mediterranean. Close to its own maritime borders the EU began working with the Libyan coastguard and others to refashion methods of deterring that sea borne traffic, but it also looked for innovative ways of stemming the movement of people on land much further south. So, to the grateful relief of the EU, Niger passed new anti-smuggling laws. In early 2016, its interior minister Mohamed Bazoum ordered their implementation across the country, sending police out to arrest smugglers (most of whom, of course, had previously been operating within locals laws) and confiscating hordes of the ubiquitous pick-up trucks that drivers had become used to piling high with lucrative migrant passengers. The new laws quickly began making a big dent in the migrant flow, bringing down the number of travelers passing through Agadez from around 24,000 a month in 2016 to around 5500 a month in 2017. But there have been other consequences and many of them difficult for Niger. The economic fallout for the north of the country has been considerable - with revenues in Agadez alone being reduced by around $117 million a year, according to the IOM. Indeed the losses across the area have been so significant that the EU has had to offer $635 million to compensate those who had once made a living out of migration through a reconversion plan involving business grants and loans and other support, although so far the difficulties of qualifying for any such support seem to be keeping the take-up of these opportunities to a minimum. Moreover, where previously migrants were able to move openly, they now have to use clandestine back routes through remote desert country to avoid villages and police patrols. This is dangerous. The UN roughly estimates that for every migrant death in the Mediterranean sea, now two die in the Sahara desert. Meanwhile, community leaders fear that youth unemployment and the lack of long-term investment (notwithstanding the EU's struggling compensation scheme) to develop alternative economic models could lead to increasing criminality and insecurity. With the migrant traffic suppressed, police warn that drug trafficking is becoming an ever more attractive option and elders fear that idle young men who would once have worked in the migration trade could now easily fall prey to the competing radical attractions of Boko Haram or Daesh, which pose a growing threat across this part of West Africa. So how to best assess the EU's apparent attempt to push Europe's borders this far south? Niger is rated as one of the world's least-developed nations by the UN, but is it now paying too high a price for Europe's anti-immigration policies? We sent correspondent Juliana Ruhfus and filmmakers Marco Salustro and Victoria Baux to find out.

The 500 lost at sea
At the end of April almost 500 people died when their ship went down - most from Somalia - one of the biggest losses of life since Europe's refugee crisis began. Only 41 people survived. All the children were lost, except for one. Over the last few months, we have been tracking down the survivors and their families to try and piece together their stories. For tens of thousands of migrants who survive the hazardous crossing of the Mediterranean, the journey often continues as they slip through cracks in Italy's border controls and head north. With Italy's unemployment at 13 percent, many new arrivals would rather settle in the wealthier welfare states of northern Europe where there are better job opportunities and more established refugee communities. Helped by a blind eye from Italian authorities and visa-free travel inside Europe, migrants can relatively easily make it all the way to Scandinavia before they apply for asylum — even though European Union rules state they should do so in the first EU country they enter. People Smuggling in Sicily: Europe or Die
In June the European Union (EU) responded to the huge numbers of migrants and refugees dying on its borders by launching an 11.8 million euro ($12.8m) a year naval mission. EUNAVFOR Med was launched to tackle human trafficking from North Africa, a major contributor to the migration crisis that has claimed 2,000 lives in the Mediterranean in 2015 alone. But while the EU has declared war on traffickers in Libya and elsewhere, another trade is booming on its doorstep. Land smuggling preys on desperate people hoping to escape the EU’s Dublin Regulation — whereby migrants seeking refuge are required to do so in the first country that they set foot in — and illegally cross European borders. VICE News travels to Sicily, one of the main stepping stones into Europe, to follow a police operation to arrest suspected smugglers at a boat landing, and meets a former member of a people trafficking network operating between Libya, Egypt, and Italy. We also find out about the land smuggling business of taking people from Sicily to northern Europe, and meet a small group of activists helping newly-arrived migrants and refugees avoid being exploited. QUEEN OF EUROPE: Support grows for ANGELA MERKEL to take control of top EU job in months SUPPORT is growing for Angela Merkel to be handed a top European Union job as part of this year’s Brussels reshuffle The German Chancellor is being touted to replace Donald Tusk as European Council president after the upcoming EU elections. Senior EU officials from the Council and European Commission are set to stand down at the end of their five-year mandate. Matteo Renzi, the former Italian prime minister, has called for Mrs Merkel to be handed a top job to help Brussels become a leader in foreign policy. Writing in his new book ‘Another Way’, the Italian said: “It would be desirable if a leading figure such as Angela Merkel  who could continue to serve Europe in another capacity. “Merkel could certainly be a suitable person to lead foreign policy, but also to be the president of the European Council.” The German Chancellor has pledged to stand down from her domestic roll after 16 years in the role in 2021. Mr Renzi suggests that Mrs Merkel will be able to actually influence foreign affairs policy unlike the EU’s current top diplomat Federico Mogherini. The EU’s foreign policy chief’s impact “has unfortunately been close to zero on almost all the most important dossiers,” The former Italian leader added. Mr Renzi assumes some responsibility for the failings of Ms Mogherini as the EU’s high representative after supporting his fellow Italian for the role. “I assume part of the responsibility, having been among the promoters of the candidatures for high representative of Federica Mogherini,” he said. “We will see in 2019 if European leaders, whose predecessors 10 years ago refused to nominate Tony Blair for that role, will have more courage.” Express.co.uk understands that Berlin is vying for at least one of the EU’s top roles in the shake up. Manfred Weber, a German MEP and ally of Mrs Merkel, is the European People’s Party lead candidate to take over from Jean-Claude Juncker as European Commission president. The German Chancellor backed his bid to be the so-called “Spitzenkandidat”, but there are growing doubts he will be offered an alternative role in order to step aside from the race in a last-minute change of plan. There are doubts about Mr Webber’s suitability for the EU role because of his lack of experience in a senior political role. The Commission president has traditionally been a head of government in their home country and have strong linguistic skills. Dutch prime minister Mark Rutte has also been revealed as a potential favourite to succeed Mr Tusk as the Council president. But sources in the Netherlands insist that Mr Rutte wants to see out his term as prime minister, which ends in March 2021.

The start ! A 2600 kilometer and 7 week long journey from Port St Louis in southern France to Kristiansand in Norway. Through beautiful, lock-filled rivers and canals, entering Germany/Luxemburg at Apach and exiting at Lubeck/Travemunde. The final ocean-crossing over to Norway being the last milestone. The actual inland crossing took 23 days on the move. 8 years ago we used 27. This time strikes and water pushed us to the limit. It is a unique way to travel on a small boat straight trough the European territory. It is inexpensive and gives excess to historical places as well as wonderful and peaceful towns and villages. Ivan Aivazovsky (1817 – 1900) loved the sea. Considered one of the greatest marine artists in history, during his 60-year career he created an astonishing 6,000 beautiful paintings. Sweeping seascapes, golden sunsets, moonlit nights—Aivazovsky surprises and delights. He paints mighty ships of the line ploughing through rough waters at full sail, or drifting in the stillness of a calm sea. He captures the grandeur of the Imperial Russian fleet at anchor in the Black Sea ports. He caresses the canvas with delicate brushwork and translucent layers of diffuse light. Warmed by the rising sun, great buildings appear from behind morning mists. Anchored tall ships sit shrouded in glowing fog. Incandescent moonlight shimmers across the calm waters of Black Sea bays.
